The purpose of the workshop is to build capacity and provide guidance on how to establish and sustain effective national clearing‑house mechanisms (CHM), in line with decision X/15 and in support of the national biodiversity strategies and action plans (NBSAPs).

《生物多样性公约》第25条确立了一个开放式的政府间科学咨询机构，名为科学、技术和工艺咨询附属机构（科咨机构），以便就《公约》的实施向缔约方大会，以及在必要时向其它附属机构，提供及时的咨询建议。作为缔约方大会的附属机构，科咨机构将向缔约方大会定期汇报其各方面工作。科咨机构是一个所有缔约方都可参与的跨学科机构，其中包括各个专业领域的政府代表。其职能包括：对生物多样性状况进行评估；评估依照《公约》条款所采取的各类措施；回答缔约方大会可能向该机构提出的问题。科咨机构的工作方式在决定VIII/10附录III规定的该机构总体工作方式中加以描述。

Only accredited participants, including delegations of the Parties, Heads of State, authorized observers, and accredited press, will have access to the Blue Zone.

In the Green Zone, there will be conferences, panels, workshops, environmental project exhibitions, artistic performances, and networking
